                                 January 9, 2007

Greetings to all Elected Officials and Citizens of Clark County,

Our Office strives to provide the most professional service that our organization can offer to the citizens of Clark County.  The men and women of the Clark County Sheriff’s Office are dedicated to excellent service through partnerships that build trust, reduce crime, create a safe environment and enhance the quality of life in our community through our core values of Integrity, Courage, Honor, Respect and Equality.
My office is always trying to develop and implement new ideas to assist County government as well as saving taxpayer dollars.  I have included within this report our “2006 Project Planning Goals, this will provide you with a brief description of our accomplishments this past year.

A major accomplishment that our Office is currently in the process of is the Law Enforcement Accreditation Program.  The accreditation process is to develop a set of law enforcement standards; through which our office can demonstrate that we meet professionally recognized criteria for excellence in management and service delivery.

The Sheriff’s Office in collaboration with the State of Ohio Department of Youth Services and the Clark County Juvenile Court, utilizes deputies to make curfew checks on serious juvenile offenders.  A detailed report is then completed for the court and probation office.  The project is called “Operation Bed Bug”; this is just another tool that is being used to keep our community safe.

The Sheriff’s Office presented the 2006 Public Safety Award of Excellence”, to those individuals or organizations for their grateful recognition of meritorious service by advancing the cause of partnerships that build trust, reduce crime, create a safe environment and enhance the quality of life in our community.  The following 2006 award recipients:

1.       Clark County Underwater Recovery.

2.        David Devore, Med-Trans Inc.

3.        Glen Massie, Springfield City Area Transit.

4.        Michelle Speaks, Clark County Humane Society.

5.        Ron Vincent, Clark County Clerk of Courts.

Each year the Clark County Sheriff’s Office recognizes citizen actions that assist our organization in protecting the public we serve.  Without their deeply appreciated efforts we would be hard pressed to succeed in our mission.  Mrs. Catherine Cain was presented with this year’s 2006 Citizen Award.

I hope that you will find the following information interesting and I want to personally thank you for assisting my Office as we look to the future allowing me to continue to protect and serve the citizens of Clark County.

 Sincerely,
Gene A. Kelly
Sheriff of Clark County
